The slowdown in the growth rates of the Russian economy indicates that it is necessary to abandon the existing economic model based on enhanced exploitation of mineral resources and raw materials and to shift to a neoindustrial development paradigm. This, in turn, requires that the industrial sector should be provided with modern scientific and engineering personnel, capable of ensuring the development and introduction of modern technology.
