The interest of the state in the development of the Arctic macro-region, due primarily to the growing need for fuel and raw materials, as well as peculiarities of formation of the demographic potential in these territories, determine the need to develop effective tools for regulating demographic processes in order to make full use of the demographic potential for the implementation of the country’s strategic goals. The purpose of the present study is to substantiate the effectiveness of program regulation tools used to implement the goals and objectives of formation and development of the demographic potential of the Arctic regions in the Russian Federation. The main idea is to find new mechanisms to improve the effectiveness of program regulation by identifying the relationship between the result of the application of program tools and the existing problems of development of demographic processes. The main method of research used by the authors is the content analysis of the state regional programs and socio-economic development strategies of the Arctic regions, the implementation of which is aimed at solving the problems of formation and development of demographic potential. In the course of the analysis, the authors identified priority areas, goals, objectives and tools for program regulation of the formation and development of demographic potential in the Arctic regions, developed a classification of tools, characterized the intensity of their use at the regional level in the implementation of specific tasks, and identified and substantiated the problems of using the tools in relation to the dynamics of demographic processes in the Arctic regions of the Russian Federation. The study revealed theoretical and methodological problems of program regulation in the sphere of formation and development of demographic potential of the Arctic regions, focused on the lack of consideration of territorial specifics and dynamics of demographic processes in the Arctic, the effect of time lag, as well as the assessment of the adequacy of the use of software regulation tools, and analysis of the contribution of each of them to the implementation of goals and objectives. The practical significance of the study consists in the fact that it takes into account the identified problems in the process of improving the program management of demographic processes in the Arctic regions of the Russian Federation
