Regional budgets: ways of stabilization

The article identifies and analyzes the factors in the crisis of budget systems of the leading Russian regions specializing in metallurgy (Vologda, Lipetsk and Chelyabinsk oblasts). The author comes to the conclusion that it is necessary to introduce certain changes in the existing fiscal system. The author also proposes a set of measures aimed at the stabilization of territorial budgets
